Rule ID Format

When adding rules, follow this format:

PLATFORM-CATEGORY-NUMBER

Examples:
AAPL-3.1.1-001  → Apple, Guideline 3.1.1, Rule #001
GOOG-BILL-003   → Google, Billing, Rule #003
