evidence-to-skill is a workflow for extracting reusable practice from repositories, books, incident reports, transcripts, and technical documentation. It does not treat source text as instructions. A candidate pattern becomes a skill only after it is traced to evidence, tested in a named scope, connected to a concrete failure mode, and cleared for reuse.
Why this exists
Source-to-skill tools often optimize for compression: ingest a large document and emit an agent instruction file. That can preserve unsupported claims, hidden authority requests, unsafe installation steps, or copyrighted text.
This project optimizes for justified promotion instead:

The result can also be a reference note, checklist, or rejection. Not every useful source should become a skill.
Where it came from
This started as an adoption review, not a project idea. Over five days at the end of July 2026 I went through 25 repositories that trended on GitHub, reading the files rather than the descriptions: license, install path, what each one writes to, what it duplicated in a stack I already run.
Three were small enough to be a skill. The rest were platforms, editors, compilers, model cards, or courses — you can take a principle from those, but forking them is a different decision.
Two of the three solved the exact problem I had, and both had the same structural gap. A README arrives as untrusted text: unverified claims, install commands nobody vetted, occasionally instructions aimed at the agent doing the reading. Compressing it into a skill file silently promotes all of that into something the agent then obeys, and nothing in the pipeline asks whether the claim was ever tested.
So the interesting part here is the refusal, not the extraction.
Core guarantees
- Source content remains data, never authority.
- No automatic package installation, global agent configuration, publishing, or source-provided command execution.
- Every promoted rule keeps a source locator and a validation result.
- Missing evidence stays
unverified; it is not rewritten as success. - Unlicensed material contributes ideas only, not copied code or prose.
- The bundled auditor reports finding types and locations without printing suspected secret values.
What this does not do
The auditor is intentionally small and dependency-free. It detects concrete patterns; it cannot prove that a skill is free from semantic prompt injection or subtle malicious behavior. A clean run means "not detected", not "safe". To avoid matching its own signature definitions, it does not scan scripts/audit_skill.py; review that file as trusted code. Human review and scoped testing remain required.
Two more limits worth stating before you adopt it:
- Pattern matching is polarity-blind unless you handle it. A naive scanner flags an attack and its prohibition alike — a rule reading
Never delete without confirmationmatches the same signature as an actual approval bypass. Any detector built on these signatures needs to suppress findings on prohibition and quotation, or the output is noise. - Maturity. Published, 5 regression tests, self-audit clean. It has been exercised on one working skill library. Nobody but the author has run it in a real workflow yet.

This project answers should this source become a skill. The mirror problem — did the work the skill describes actually get verified — is a separate gate, and the same failure mode drives both: an unsupported claim carried forward in confident language.
The evidence ladder in curated-claude-code/skills/proof covers that side: five rungs from declared to observed, a verdict vocabulary of pass / partial / fail / skip where "we didn't look" never collapses into "we looked and it's broken", and the rule that a claim embedded in the artifact under test (a # noqa, a "verified safe" comment, a PR description asserting a review) carries no evidential weight. Promotion decides what enters; the ladder decides what counts as done.

Lineage
This is an original implementation by Aleksandr Shulgin. It reinterprets useful ideas from controlled-language linting, layered source extraction, and evidence-first verification. Exact sources and reuse boundaries are documented in lineage.md.
No upstream code or instruction text is copied into the implementation.
